Nasce la "Carta della Famiglia": discounts for large families

Yet another task appears on the horizon of municipal administrations: the release of “Family Charter”. Designed to support large families, this tool allows discounts and tariff reductions, with criteria and methods that have been defined col Decree of the Ministry of Labor 20 September 2017, published in the Official Journal. n. 6 il 09-01-2018.

The card is intended for families with three or more minor children, with ISEE not exceeding 30.000,00 euro, even with non-Italian citizenship as long as they are regularly resident in Italy. It will be released by Municipalities, with a two-year duration, and will allow access to discounts on the purchase of goods or services and tariff reductions with public or private entities.
They may be discounted products food, non-alcoholic drinks, household cleaning products, for personal hygiene, stationery and stationery items, books and teaching aids, medicines, pharmaceutical and healthcare products, healthcare instruments and equipment, clothing and footwear. As for the services, there may be discounts and reductions on water supply, electricity, gas and other fuels for heating, on the collection and disposal of solid urban waste, on transport services, on recreational and cultural services, museums, shows and sporting events, on gyms and sports centers, on tourist services, hotels and other accommodation services, tourist and leisure facilities, for catering services, socio-educational and parenting support services, vocational education and training (here is the complete list).
The "Family Charter” was established by the paragraph 391 of the Stability Law 208/2015 starting from 2016 but since then, but, the Charter had been forgotten in the drawers of the Ministries. So now here is the Decree that establishes criteria and methods for issuing the "Family Charter". it will be a paper card (the cost of issuing – specifies the regulation – is borne by the applicant), it is biennial and is issued by the Municipality where the family unit has its registered residence, at the request of interested parties, upon presentation of the valid Single Self-Declaration for ISEE purposes.

The benefits can be activated - depending on the product categories of goods and types of services - via national agreements with the Ministry of Labor and Social Policies, with the Regions and autonomous Provinces, with the Municipalities. Once the agreements have been signed, Card holders will then be able to obtain the expected benefits by showing the card and an identification document.
Now all that remains is to wait for the signature of the Ministry of Labor and Social Policies of the national agreements to give content to the Charter.
