I don't know how the drama about the president of Rai will end, if Foa will remain at the helm anyway, perhaps as a senior advisor as happened in 2004 to Berlusconi's Alberoni or if Giampaolo Rossi takes over from him, competent in RAI and new media, in discontinuity with the previous Rai domination and in harmony with Foa's ideas. Maybe we'll figure it out today. But on a political level one thing can already be said: the final veto on a signature of Il Giornale as president of Rai is the worst conclusion of Berlusconi's parable. End up in resentment, burning Foa, align with the PD and the scattered left, separate from the League and the Brothers of Italy, only show the ability to cause failure, it is a miserable epilogue for Berlusconi. It's not just a question of overcrowding. But also of costs. And this is why the Umbrian deputies of the Brothers of Italy, Franco Zaffini and Emanuele Prisco, they ask that i detained foreign criminals come to our local prisons “repatriated”.
“Two fifths of the inmates present in the penitentiary institutions of our region – the deputies explain in a note – they come from abroad: more precisely there are 249 foreigners in Capanne, 121 in Vocabolo Sabbione, 91 in Maiano e 57 in the Icat of Orvieto”. Not that in the rest of Italy the refrain changes. In the national territory on 58.759 prisoners present in institutions penitentiaries (given to 30 June), ben 19.868 they are immigrants.
The question is simple: “How much do they cost us?”, they ask themselves Priscus e Zaffini. Doing the math isn't that easy. But for the deputies “the average daily cost of an inmate – they say – super i 300 euro. Along with food and accommodation, the costs of maintaining the prisons must be paid, salaries of prison officers, the maintenance of increasingly obsolete vehicles used for stocks and translations, therefore healthcare costs (drugs, specialist visits and methadone supplies), to which are added professional figures such as, among others, educators and psychologists”.
In total, only for Umbria, they would go further 155 thousand euros a day, that is to say 4,6 million per month e 56 million euros every year. Il Ministry of Justice for penitentiary administration in 2018 plans to spend 2,7 billions of euros. Within this figure there are the costs for the structures, for prisoners and staff (as well as other minor expense items). The Umbrian deputies took every single expense item into account. But transporting everything nationally, and doing the calculations only on food, I am natural, transportation and other direct costs, Italy spends more in total 223 million euros. That is to say 3.802 euros per year for each inmate. Therefore immigrant criminals weigh on the state budget for more than that 75 million euros. A bloodletting.
“A very high and unsustainable expense considering Italy's budget – Prisco and Zaffini write in the note -. We save to invest resources in prison police equipment and security”. The solution would be theoretically simple: have foreign prisoners serve their sentences in their countries of origin. But there's a problem: “Bilateral agreements must be reviewed and increased to immediately transfer convicted foreigners even when consent is not given”.
Who knows if the Minister of the Interior Salvini will do so, given that today “the number of inmates actually repatriated is much lower than the number of expulsion measures approved”. An appeal to the supervisory court is enough and the law is easily circumvented. Pantalone pays that much.

On Tuesday 10 July, l’Association for the Defense of Values, led by president Filippo Fiani, held a press conference at the Chamber of the deputies to illustrate well 11 complaints presented to the Prosecutor's Office of the Court of Auditors to request verification of the patronage given by various local administrations to Gay Pride, and therefore to the associative world Lgbt.
