The German Minister of Justice is developing it, the social democrat Katarina Barley, who until last year held the position of federal minister for the family. According to what he reports the newspaper, Indeed, the female partner of a woman who gives birth to a child, she will automatically – according to the plan – be designated as the baby's co-mother. To justify your choice, the socialist minister said: «Based on the possibilities offered by modern reproductive medicine and the family forms experienced in society, the law on parenting is at least partly obsolete".

The socialist exponent claims that his project is based on the need to protect children: according to the newspaper Welt at least 30.000 small Germans would be affected by the reform.
