The waste cannot belong to the Municipality since it MANAGES them as things disposed of by private individuals ,therefore things of no value, which actually have a cost to dispose of. And this disposal cost is paid by the citizen to the Municipality, NOT VICE VERSA ! It's not the municipality, therefore who pays the citizens for the pouring into the bins, therefore everything inside cannot be owned by the Municipality. He's wrong, like other times, the Supreme Court… So anyone can take from the bins ,helping, On the contrary, thus the Municipality from managing them !
