The philosopher Paolo Becchi, long considered the ideologue of the Five Star Movement, he has no doubts about the nature of the protest started by Leoluca Orlando and then shared by numerous mayors against the Security Decree.
Meanwhile, several mayors have asked their offices not to apply the legislation.
“These are useless propaganda moves, against decisions that have been taken and approved by Parliament. You can criticize them as much as you want, but there have been discussions, votes and in the end these measures were approved. Without forgetting that they largely enjoy popular support.".

“È chiaro che, non essendo riusciti a bloccare questi provvedimenti nelle sedi opportune, ci vogliono provare con iniziative di singole persone che hanno solo finalità propagandistiche, com’è quella di Orlando. Mi sembrano iniziative destinate ad esaurirsi nel giro di qualche giorno”.
Why?
“Innanzitutto perché sono iniziative che non godono del sostegno popolare. Teniamo presente che parliamo di una legge approvata da una maggioranza che ha oltre il 60% of consensus. Pensiamo alla manifestazione del Pd dopo la Manovra: il risultato è stato assolutamente ridicolo in termini di partecipazione”.
Il Pd ha espresso subito solidarietà ed è in programma una manifestazione a Palermo.
“Ecco, il rischio è quello di fare un’altra figuraccia”.

“You touch on a great philosophical problem. If it were an unjust law it would be a different matter. The classic example is that of a racial law: in this case civil disobedience would make sense, it is justified. But this is not the case: we are not faced with a law that violates constitutional principles. To oppose like this, which is no longer politics but propaganda. This is not civil disobedience, but unacceptable disobedience".

“It's just delusions of protagonism. If the left thinks it can solve its problems in this way, he's very wrong. I'm completely at a loss. We are faced with a paradoxical situation: the mayors who protest and do not want to apply regulations already approved by Parliament, the unions who want to intervene in favor of Fornero and against Quota 100... but I say: we are out of God's grace! If this is the opposition, this Government will last for the next few 20 years".

“That's the point. What Orlando wants? May migrants continue to land on the island? It doesn't make much sense as a perspective. And then there is a huge risk".

“If it were a law incompatible with our Constitution, the Constitutional Court which is called to this would have ruled. It's not like a mayor starts doing the work of the Constitutional Court".

“You realize what would happen in Italy if every mayor said “yes, there is this law approved by Parliament but I don't apply it because I don't like it"? Belin, it would be total anarchy".
