For the reception of immigrants on Italian territory, In the 2016, the National Fund for asylum policies and services, managed by Ministry of the Interior, without including the so-called costs. “indirect”, recorded financial commitments for totals 1,7 billions of euros.
Even the European Union, for the same year, contributed funding for 46,8 million euros which however represent only the 2,7 percent compared to the burden placed on the state budget and on the shoulders of Italian citizens.
To this must be added the cost for the country of the failed relocation of migrants in other European states, on the date of 15 October 2017, amounts to no less than 762,5 millions.
The technical accounting document analyzed, specifically for the three-year period 2013/2016, the first reception, i.e. the services provided to foreigners from disembarkation to accommodation in the CAS and subsequently in the Cara. High costs emerged in the face of poor services, absence of adequate fiscal controls, long times for identification and asylum applications, lacking territorial governance by the Interior Ministry in the collection centers.
In short, according to court of accounts the reception system would be expensive, ineffective and summary. The system for managing the reception of immigrants has come under the scrutiny of the Court of Auditors, in a compendium of 150 pages, all the obvious critical issues of the phenomenon.
When we examine the costs for the aforementioned examinations of the documents for asylum requests, it turns out that in 2016 they were busy well 13,4 million euros while, dal 2000 to date well 54,5 millions.
That is to say, on average to evaluate the protection hypothesis of each immigrant, between 2008 and the 2016, they spent themselves 203,95 euros per day.
Too much in the face of the fact that less than 10 percent are classified as de facto refugees.
I accounting magistrates furthermore, after having pointed the finger, they also imposed the necessary sanction on the accounting non-compliances of some prefectures which ascertained the expenses using self-certifications signed by coops and non-profit organizations that dealt with the reception service.
L'punctual investigation was carried out in 4 sample prefectures: Treviso, Prato, Avellino and Reggio Calabria.
In the Avellino facility the cost of a migrant has reached i 50,39 euros per day + VAT obviously (in front of the 35 + iva); as at the CAS of Reggio Calabria, a series of direct assignments emerged that were too easy compared to the usual methods which instead provide for specific tender notices. Further attention was paid to the Modena CIE (Identification and expulsion centre): the daily cost for each detained immigrant was estimated by 56,16 euros up to 167,81.
