Salvini said many things and touched on various topics, but the heart of the political discourse was Europe and our place in the Union. In fact, he has already started the long electoral campaign for the next European elections, which for Salvini will no longer be characterized, like the previous ones, by a radical criticism of the single currency. You may like it or not but this is the direction taken.
Changing Italy but also changing the Union from within; this is the message of a politician who in this way wanted to show that he lives not only on tactics, but also of a broader political vision. Whether he will succeed in changing the EU as Italy is trying to change is difficult to say today. We will have to wait for the result, however not taken for granted, of the next European elections. But let's think about today.
We know that our government is currently negotiating with Brussels to avoid an infringement procedure on the budget law. In this regard Salvini said something new, that needs to be registered, because at least in part it modifies the line taken so far. He read the Maastricht Treaty (taken up in the Treaty of Lisbon) to remember that that Treaty on paper does not include the tears and blood of the Fiscal Compact, to which the European Commission refers, but «sustainable growth… a high level of employment and social protection, improving the standard and quality of life". Salvini did not say that the Treaty itself provides for a deficit of 3%, but we integrate this. He did not say that the Fiscal Compact is illegitimate, but this is what Guarino says, until a few years ago he said so, also Savona.
Salvini asked for a popular mandate to go to Europe to negotiate and so he should go there by reading to the European Commission the passages of the Treaty that he read yesterday in the square to the Italians. So far the negotiations with Brussels have been based on economic numbers, and on point (in truth now taken for granted) “growth versus austerity”, However, what has been completely missing from the negotiations so far is the political-legal aspect, which is decisive.
It's not us, with the budget law, to violate the Union Treaties but the European Commission, which imposes limits on us not foreseen by those Treaties. Salvini now finally seems to have understood it. There is still time to make a breakthrough in the ongoing negotiations.
