As soon as Matteo Salvini has decided to cut funding for reception, many have withdrawn from business to divide up the desperate people who land on our shores. Among these there is also the Italian Caritas which for weeks decided to no longer participate in the tenders for widespread reception. “Given the limitations imposed on reception by the Salvini decree, it is the only option left”, he complained in an interview with Corriere del Veneto Monsignor Corrado Pizziolo, president of the bishops' charity institute, explaining, without too many turns of phrase, that without adequate subsidization from public housing, the Church it is no longer “willing to replace the State”.

Le prime a disertare i bandi sono state lecooperative. Già il mese scorso si contavano decine di procurement andati a vuoto. Uno dopo l’altro hanno smascheratono la finta carità di certi enti che con gli immigrati puntava soltanto a far soldi. Nessuno si è infatti fatto problemi a dire che il passo indietro è una ritorsione alla sforbiciata ai costi per l’accoglienza voluta da Salvini per stroncare il business dell’immigration. E così a Genova, Savona, Lecce, Treviso, Ferrara, Reggio Emilia and Viterbo, the cooperatives that until yesterday carried out reception and integration activities have stopped showing up for the tenders that, one after the other, they end up deserted. After the cooperatives it was the turn of Caritas. Same thing. “Resources are not enough”, they have complained in recent days in Treviso and Vittorio Veneto. The decision to opt out is not local but endorsed by the president of the institute. “The choice that involves Caritas throughout Italy – he explained to Corriere Veneto monsignor Pizziolo – is induced by the new legislation, which had two effects: ha ridotto all’osso le risorse per l’welcome e ne ha ristretto le maglie, imponendo criteri più stringenti”. In the meantime, per prendere tempo, le Prefetture stanno rinviando i bandi e prorogando i termini di presentazione alle gare, come successo a Siena e Bologna. Le ragioni della scelta della Caritas, come anche delle cooperative rosse, non sono affatto economiche ma prettamente politiche. Ed è lo stesso monsignor Pizziolo ad ammetterlo: “Alcune Caritas non si sentono più di partecipare ai bandi, non solo per il taglio dei finanziamenti ma anche perché non vogliono avallare scelte che non condividono”.

Da Roma non è partita alcuna direttiva ufficiale. Tanto che ci sono ancora molte diocesi, come quelle di Trento e di Bolzano, who go on to participate in the tenders.
