But fortunately the Constitution also says other things. For example – article one – that sovereignty belongs to the people, not to writers or even to magistrates. And the people decided that Salvini should be in government, not Saviano's friends. Amici, like Boldrini, who were soundly rejected precisely because of their ideas on immigration.
Let's go further. The Constitution determines and regulates the rights and duties of Italian citizens, not those of Tunisia or Niger. They were introduced two reported to the Verona prosecutor's office against the majority councilor Andrea Bacciga who last 26 July in the chamber he addressed some members of the Non una di Meno movement, raising his right arm outstretched, giving rise to a fascist demonstration. The gesture, repeated in the classroom, it was seen by several people: opposition and majority municipal councilors, representatives of the citizens and naturally by the exponents of the movement Not one less, present in the chamber that day because the discussion of two motions proposed by two councilors of the Northern League aimed at giving ample space to Catholic associations to oppose free abortion and to systematize the "burial of unborn children" program, even without the consent of the woman involved and at the expense of public health.

Some activists of Non Una di Meno, movement that at a national level had decided to oppose the approval of the two motions through pressure on social networks, they had decided that day to put on a scene, as has already happened in many other cities and countries around the world, a peaceful protest, whose message was conveyed by clothing. That is, they wore clothes similar to those of the serie tv The Handmaid’s Tale, that is, red tunics and cloaks and white headdresses. In the book and in the series, women dressed in this way live as sexual slaves and living incubators.

Following the events that occurred during the session of 26 July 2018 councilor Bacciga claimed responsibility for his gesture in a tweet in which (following the outcry resulting from his gesture and the public denunciation of Non Una di Meno which asked for his immediate resignation and which anticipated that he would take legal action) quoted Benito Mussolini: “If you acquit me you do me a favor, if you condemn me you do me an honor”.

On his Facebook page, councilor Bacciga also published the mobile phone numbers of two women belonging to the Non Una di Meno movement, numbers still visible as well the sexist and denigrating comments towards them.

In the two complaints presented to the prosecutor's office by the lawyer Federica Panizzo it is believed that the conduct of the City Councilor Andrea Bacciga constitutes the crime referred to in the art. 5 of law no. 645 of the 1952 (the so-called Scelba law). Bacciga, showing off the Roman salute, staged a demonstration of the dissolved fascist party, behavior which is even more serious given that it took place within the City Council chamber and that it was done by a person who was democratically elected according to the rules of the Republic of the Italian State and its Constitution.

The first complaint was presented by Non Una di Meno, the second will be presented in a few days by dozens of citizens, some and some of which belong to associations that have known, by the media, what happened in the City Council meeting of 26 July.

To name a few, the “Riforma Treu” of work which has brought precariousness to monstrous levels, compressing the economy and causing insecurity, the rules of entry of foreigners functional to the downward competition between Italians and foreigners regarding wages and social rights, the knowledge reforms which have weakened the role and figure of the teacher (inwards and outwards) and destroyed the civic sense of the country as well as the quality and meritocracy of the school, the contemporary and dramatic comparative flattening of the level of competitiveness of our universities implemented at the beginning of the millennium which made, moreover, i university baronies even more "expensive" and politicized, the “Divide et Impera” implemented by 1994 (acting on obsolete grudges and ideologies) which polarized Italians into "right" and "left" (theoretically appropriate dynamics) but transversally (!) given that the main division should have been between city instances (contemptuously defined as “populist”) real economic and those of speculative income, primarily those of the large financial corporations (rooted abroad) with their very powerful political-institutional-lobbying apparatus (…), the Bank of Italy/Treasury divorce, the privatization of banks and shares of Bankitalia (…), the next one theft of our gold reserve, the wild liberalizations of capital and supplies which have increased the cost of living, the emptying of the CGIL now reduced to a moribund business committee, the Franco-German financial technicalities passed off as “Europe” which have uprooted and are uprooting huge slices of well-being (tens of billions a year) with pro-bank and pro-multinational rules that have high unemployment and high taxation as their "net profit"., the ideological exaltation of globalization.
