The Hungarian government has presented to parliament a package of three legislative bills against illegal immigration with the general title "Stop Soros", reported the 21 February the Hungarian news agency MTI. The Budapest initiative has already caused concern in European government circles. The general significance of this concern was expressed by the German Frankfurter Allgemeine Zeitung: «Hungarian Prime Minister Viktor Orban considers himself Europe's last bastion in the face of the victorious march of Islam».
The bills intend to strengthen state control over foreign-funded non-governmental organizations that receive money from abroad for over 24 thousand euros. Tali NGO, according to the document, they must register as "organisations receiving foreign funding" and provide detailed reports on the movement of their funds every year. In case of failure to comply with these requirements, the organization is subject to closure.
In most cases, these are non-governmental organizations that provide assistance to refugees from the Middle East and North Africa or that campaign for easing of legislation, relating to their entry into Hungary. The new rules provide for NGOs a tax of 25% on all grants received from abroad. Their collaborators will not be admitted to the border area [for immigration detention established] a 8 km dal confine [Hungarian]. The temporarily imposed restriction requires obtaining special authorization for access, issued after the applicant has been checked by the Hungarian special services.

If the package of bills is adopted, introduced by the government, it is likely that the European Commission will launch an investigation against Hungary to ascertain the violation of European legislation. However, this seems to be of little interest to Viktor Orban, despite the fact that the investigation could end in Hungary's disenfranchisement in the Council of the European Union. A similar process has already been initiated against Poland, in connection with its judicial reform. Anticipating Brussels' position, the Franfurter Allgemeine Zeitung frankly observes that there is only one way to "bring these violators to their senses [come Viktor Orban. – N.d.R.], that is, blocking their financial assistance".
At the same time, The Hungarian Prime Minister is supported in society and his influence nowadays goes beyond Hungary. Last week, at a conference of Christian Democratic parties in Budapest, he presented his views to delegates from several countries and received their support. Important politicians wished him success in the April 8 elections, including the Christian Democratic leaders of Spain, Serbia, Colombia and other countries.
The reaction from Brussels was very different. The Luxembourg Foreign Minister, Jean Asselborn, he defined Orban as "a dictator" and called for investigations to be launched against Hungary. The Authorized Representative for Human Rights of the Council of Europe and the Representative of the United Nations High Commissioner for Human Rights have presented a unified set of allegations of human rights violations against Budapest.
Viktor Orban himself, addressing the annual report on the situation of the country, described the situation of the influx of migrants from Muslim countries in the darkest terms: «Black clouds cover Europe. Countries will cease to exist, the West will fall and Europe will struggle to understand that this is an invasion". He predicted the emergence of a Muslim majority in Europe and accused European governments of blindness and detachment from the real situation. «The danger we face has come from the West, by politicians in Brussels, Berlin and Paris. They want us to accept a policy that has transformed their countries into Muslim dens and paved the way for the decline of Christianity and the spread of Islam".
«We think that Europe's last hope is Christianity», Orban said, defining Hungary as the last bastion in the fight against Islamization. And he added that «immigration promotes the development of the country in the same way that the flu promotes the health of the body».
The Hungarian government has taken the first severe measures against immigrants, including the construction of barbed wire fences on the Hungarian border, already at the height of the refugee crisis. In December 2017, the European Commission sued Hungary, Poland and the Czech Republic for refusing to accept refugees as part of a migrant resettlement program. However, the protests are strengthening not only in these countries. Even in Italy, where there will soon be parliamentary elections, there is constant criticism of the EU's migration policy. Special reports link Viktor Orban and leaders of the Bavarian CSU. Recently, he visited Munich again, where he was given a warm welcome, but his criticism of Angela Merkel remained "unnoticed". In the meantime, the campaign against Orban, in Western media, it is incessant, he was given the name of dictator, he is called the gravedigger of democracy.
A rapid solution to the problems caused by immigration in Europe is still awaited. And in this sense the future of the Old World is covered in fog. The conservative part of European political circles fundamentally disagrees with the unlimited injection of a foreign element into Europe, for another culture and confession, which potentially carries the threat of a clash of civilisations. And the main group of opposition to liberal approaches to immigration is starting to form, first of all, in countries where the positions of the Catholic Church are strong, i.e. in Poland, in Hungary, in Slovakia, in Italy, in Spain.
