As he had predicted Matthew Castagna, in yesterday's interview, President Mattarella is taking his time, waiting for the center-right to look for allies, between individual deputies and senators, to have a majority in Parliament. Meanwhile, there is Gentiloni who continues the ordinary administration…(n.d.r.)
To find the majority you go by exclusion «Now he won't lift a finger». There is already a prime minister…
Of Massimiliano Scafi
Europe calls for it: "We have faith in the president". The centre-right, from Salvini to Tajani, encourages him: «We count on his wisdom and his ability».
Di Maio also flatters him: «The head of state will act with authority». Everyone looks at him, everyone is looking for it, everyone is waiting for his nod, a rabbit with a top hat, and what he does? Nothing, because nothing is exactly the best thing to do right now. «At this stage he won't lift a finger», they say from the Hill, because this is how the parties will move. Mattarella has no "prejudicial closures", it is neutral and wants to respect the citizens' indications, he will have his say at the right time.
He will say it in April, when the groups that will go up to the Quirinale will have to present themselves with a concrete proposal, made of programs and numbers. There, after the post-election decantation, we will see if it will be possible to extract a government from two non-majorities to give to the country. Being too active right away can only make the situation worse.
It won't be easy or even short, but at the moment it is the only way. They call it the artichoke strategy. From outside to inside, one leaf after another is removed until it enters the heart. From the Quirinale they define it as a "progressive approach" to the problem. Time is on your side. Paolo Gentiloni, with the landslide of the Democratic Party, it is now burned, but in the meantime it's fine for the immediate future, which can even last a few months: his government has never been disheartened.
In the meantime Mattarella will try, in his plush style, to create the conditions for an agreement. Already, but between whom? In front of the president today there are three poles – two healthier, one quite dented – and no majority. If at least two of these three do not reach an agreement, it will be impossible to put together a coalition. But somehow centre-right, M5s and Pd will also have to talk to each other.
Il 23 The elections of the presidents of the Chambers will begin in March, something can happen there, as Renato Brunetta explains: «To govern it will be necessary to find alliances in Parliament with other parties, given that the centre-right coalition does not have an absolute majority and that the Grillini are even further behind". The ballots for the top management of Montecitorio and Palazzo Madama will be the first test: Grillini and the centre-right are willing to entrust the presidencies to other forces. «We will need to find alliances to elect them – Brunetta says again – and there you will experience the directions in which to go, whether towards M5S or towards what is left of the Democratic Party, and this will already be a test. Then it will be up to Mattarella to get the protagonists to tell him what the orientations are and decide what to do: whether to give an exploratory mandate to one of the two newly elected presidents of the Chambers so that the explorer can report back, or else".
It will be a delicate sewing job. But who to start with?? From the center-right, first coalition, or the Five Star Movement, first party? Both claim a right of precedence and hope to find the parliamentarians in the Democratic Party that are missing to become a majority. Renzi, however, has frozen his resignation precisely to prevent his party from entering into agreements with others. View from the Hill, the situation is therefore still in high seas. Mattarella observes three "non-composable" poles and is preparing for a discreet and prolonged negotiation. After all, after such a tough and prolonged electoral campaign, you have to let it pass for a while’ time to cool things down and resume dialogue.
