Surprising – or perhaps not – is theabsence of any reference to the chapter on repatriations, management of which at community level would undoubtedly be more effective: it would be the EU, and not individual Member States, to stipulate repatriation agreements with all African countries, in order to send home all the illegal immigrants currently present on European soil in a very short time (with the prospect of eliminating them forever, resulting from the joint action of this measure and that which would provide for the examination of asylum requests in the countries of origin).
In the end, a specific chapter of the program is dedicated to the creation of «a new Europe-Africa partnership that promotes development and undertakes the task of eradicating poverty on that continent».
