We need to finally get him and those who repeat this old story, pick up a book, finally, that helps them understand how their "narrative" is fantastic and far from reality.
The book could be that of the professor of Monetary and Fiscal Policy at the University of Siena, Sergio Cesaratto , “Who doesn't respect the rules? Italy and Germany, double standards of the euro" (Imprimatur, 124 pages, 14 euro).
The book proves exactly what it says in the title, which Germany constantly violates, and always to your advantage, the rules of a monetary union; which imposes absurd regulations, which bring the destabilization of weak economies closer, instead of avoiding them; who wants to “obtain the discipline” of countries with high debt, like Italy, “increasing the possibility of a financial crisis”, and claims to "stabilize markets by bringing their breaking point closer", as Walter Munchau of the Financial Times wrote, therefore it is even negative in achieving the goals it proposes, recovery and prosperity.
It's about understanding that Germany, “obsessed with Italian bank bad debts”., has banks that, together with the French, they have toxic derivative securities in their belly for 6899 billion, or 12 times our sufferings. Europe seems to have only one need and urgency: how to force Italy to reduce its public debt, making the markets understand that we are potentially insolvent (and therefore they should demand higher interests from us), when in reality almost 30 Italy has maintained a primary surplus for years, that is, its tax revenues are higher than public administration expenditure (once the interest expense on the debt has been deducted).
Germany proclaims that it cannot share the risks with us, until the Italian banks have sold off the too many Treasury bonds they have in their bellies: overlooking the fact that they have them "because the Italian banks were urged by the ECB to take on the national government bonds that the Franco-German banks were getting rid of" in spades "in 2011", that is, when they got rid of our securities to bring down Berlusconi by increasing the spread to 500. Then the ECB - Draghi - gave our banks the liquidity created out of nothing, inviting them to spend it to stuff themselves with those securities, otherwise a euro crisis would have exploded.

Thinking you can make it with Berlin means deceiving the citizens
But above all, Cesaratto illustrates very well, to those deluded by the "pro-European narrative" and "we need more EU", that "the future of Europe does not promise any change except in the direction of a rigidification" that is deadly for us - and for them too, in the end.
First of all: there will be no greater integration, because Germany does not want to share any financial “solidarity”.. Macron's attempt, already very shy, to request some minimal measure of sharing from Berlin, was liquidated. Merkel not only didn't want to when she was strong , after the defeat in the elections but it is too weak (good excuse) to impose on his voters today a policy that all German leaders have branded for decades as "helping those in the South who live beyond their means". And the Eurosceptic parties of the German right are growing in popularity, even less willing to "integrate" into Europe - paying the bill. In fact, they should pay the bill for the undue advantages they have gained in these decades of "Europeanism"; but they attribute it to their own virtues and merits.
As we know, Germany has accumulated a huge surplus, which is objectively the cause of global imbalance and is contrary to European rules - the same ones it imposes on us, to avoid punitive sanctions, not to exceed an annual deficit beyond 3% they should impose on Germany by threatening equal sanctions not to exceed the surplus: initially of 3%, which she then increased to 6%; but even this limit continues to be exceeded: now its trade surplus, monstrous, 253 billion, exceeds 10 times that of China, it endangers globalization itself and leads Trump to impose the first tariffs.
Macron has already failed. and will soon pay the consequences in internal turmoil.
Ora, if Mattarella wants to accuse someone of "particularism" and anti-European selfishness, don't look at Borghi or Bagnai; you point the finger at the German economists who write, in public and official documents “Germany has no direct interest in reducing its surplus” (p.72) If you want to accuse someone of sovereignism, indeed of extreme nationalism, don't accuse Salvini (!) but to the most influential German economist, Clemens Fuest head of the powerful Ifo Institute: “Why should Germany deviate from a nationally optimal fiscal policy just so that other countries can benefit from it?”.
Unless you see radical anti-Europeanism in these sentences, a nationalism that denies all the principles of European brotherhood and EU values, and it is not understood that these, having the upper hand, will never give in to imaginative prayers to share something - it means that we are prey to hallucinatory "narratives" about a European future that, actually, it exists only in dreams.
Generations of politicians must be called into question here, from Ciampi, Carli, Padua Schioppa, from Prodi to the left who "wrecked the country's economy" through these pro-European choices, accepting to be treated as permanent defendants before Brussels, of defaulters of "homework" from Berlin and under constant scrutiny from Frankfurt, with the argument that “without anchoring to Europe, Italy is a lost country", how to bully Mattarella. Actually, says Cesaratto, “It is even more lost with Europe, and he must seek the right path on his own". And he says clearly that in the face of this EU-jungle, “The country would do well to achieve political cohesion around a Piave line that establishes that a further tightening of European governance would be unacceptable, and ultimately bankruptcy, for Italy and for Europe itself".
Salvini and Di Maio are creating political cohesion around a Piave line, with all the limits and conditions imposed by the Oligarch-chief. Naturally, will happen that everyone else, instead of joining them, they will tear them apart, they will work for their failure - as always happens in the eternal Italian civil war - where one faction always calls the foreigner to intervene against another internal faction. Instead, the last hope is to unite in a realistic vision of Europe as a place of selfishness, where the strongest makes the rules, whose institutions are “cumbersome, arbitrary and pro-cyclical" and if truly applied to the end by Italy - as the gentlemen claim - they would destabilize the markets and all of us.
