The Kremlin's move: public subsidies for “correct” the singers who glorify drugs and violence.
«If it is impossible to stop something, you have to take control of it". Vladimir Putin's third way to deal with the combination of drugs and rap concerts also passes through this thesis, expressed at the Advisory Council on Culture and the Arts.
Alarmed by the growing popularity of rap among young Russians, which brings with it everything related to transgression in nightclubs and the drug-related business, Putin has proved his detractors wrong who already imagined a thunderous crackdown with repression and a strong fist: none of this. To address the delicate problem, the president in fact proposes that cultural leaders devise a means to control, rather than ban, popular music.
It all comes from the «Ahab» style performances of the Russian rapper Husky, known for his anti-government rhymes, anti institutions and anti police. He was supposed to perform at a concert in the city of Krasnodar last 21 November but the magistrates prevented him from doing so: the artist is too tied "to elements of extremism", therefore assessed as a socio-cultural danger. The concert was then moved to another club, where, however, there was no celebration with his fans who crowded the square in front of the venue. At that point then Dmitry Kuznetsov (this is his real name) he sang from the roof of a car as fans responded in unison. For this he was arrested and sentenced to 12 days in prison on hooliganism charges and refused to take a drug test. After the episode, numerous clubs preferred to cancel the dates of his performances. The new generation of Russian teenagers, children of the middle class created in the last decade, shows various signs of affinity to the virtual rap community, but which then turns into a vector of propaganda as done by the opposition politician Alexei Navalny in March 2017 thanks to the music and social networks it attracted thousands of young people to the streets.

Putin thus responded to the suggestion of producer Igor Matvienko, which asked to structure a concert guide system dedicated to parents: «You say that rap is based on three pillars: sex, drugs and protest. Of all these, drugs are the most worrying. It is the path towards the degradation of a country", his words. Adding, about the fact that rap is full of scurrilous expressions in the lyrics, that a linguist told him «that swear words are part of our language. The only problem is how you use them.".
Therefore not a state rap as some have already defined it, but forms of management against phenomena that evidently do not only have to do with anti-system music and rhymes. Sergei Naryshkin's proposal fits into this vein, president of the organizing committee for the support of literature and publishing: asked the culture ministry to set up grant programs to support local rappers. Even the FSB has entered the field to accompany the restrictions and checks by the police that have affected listed artists in recent months, including Allj (whose hit «Pink Wine» was seen by 176 millions of users on YouTube), la pop star Monetochka, passing through Matrang, Jah Kahlib e HammAli & Enough.
For some time in the country, groups of volunteers and parents' associations have been mobilizing against some musical expressions which "have a negative influence on society and on young people".. This is demonstrated by the lyrics of some rap singers who openly praise drugs and suicide.
