A unique database
Trieste's job offers must also be visible from Reggio Calabria. Today, Instead, there is a Unitary Information System composed of a national level managed by the National Agency for active policies (Anpal) and from 21 local systems (one per Region plus the province of Bolzano). The fact is that the mechanism is so cumbersome that the data does not circulate: in theory each Region should send its offers to the Anpal website, where every CPI should go to see what is shared. In reality, few do. In Lombardy, where the CPI remained at the head of the Provinces, it happens that the unemployed person from Varese doesn't know what jobs there are in Como. A single database would be needed, but we need a law and the consent of the Regions and we have been arguing about this for a long time 25 years, since the days of the Labor Information System and the Labor Exchange. It is difficult to imagine that it can be done by April.
