A summary of what has been done to date
“In the Budget Law, a few months after taking office, we managed to get around three billion for family and disability. Among many things, we brought the family fund from just over four million to 100 million, we increased from a thousand to 1.500 euro incentives for nursery schools.
Families with multiple children may be paid allowances exceeding two thousand euros. And again: we have invested 80 million euros for company welfare. In the field of disability we have increased all funds, starting from the Fund for non-self-sufficiency, for the most serious, increased by 100 million euros, structural. In the Council of Ministers of 20 maggio, with Minister Bussetti, we have introduced important innovations in the field of school inclusion of pupils with disabilities.
After years, Furthermore, the anti-drug fund has been refilled, for 7 million euros, others 2 millions could be allocated to therapeutic communities and 3 prevention in schools. We have also strengthened the drug control part by signing collaboration agreements with the police and we are partners of the Mediterranean and Atlantic area cooperation networks against drug trafficking".
What was the most "suffering" initiative in terms of results and the one you are most proud of?“
The negotiation during the Budget Law was undoubtedly one of the most difficult moments, but also one of the things that makes me most proud of these twelve months at the helm of the Ministry. The increase in all funds for disability and birthrates was a first goal, especially considering we had just moved in. Having brought it, Then, the issues of family and disability at the center of the government agenda and political debate are a source of great satisfaction for me.
I am happy to have managed to make family and birth rates the central theme of this electoral campaign, forcing our neighbors in the Government to take sides in favour, after months of solicitations. I hope that on their part it is not just electoral proclamations. Also because we have been carrying out concrete actions such as the single allowance for months, ready today and for which the sharing of the ally is just missing: the family needs facts, not words".
What remains to be done and what will be done immediately?
“We have already formalized the proposal for a single allowance for families at the last pre-council and our text has already been deposited at the Department of Legal and Legislative Affairs of Palazzo Chigi, which will soon be incorporated into a bill. We have been working on the project for months: our technicians have carried out an in-depth study on the coverages and the measures that have been stratified over the years, which are fragmentary and disorganic and above all non-structural. With these funds - and others that may be added in the budget law - we want to create a single allowance that will give to almost all Italian families with children, finally including those of the so-called 'middle class', alcune centinaia di euro ogni mese.
We count on it being possible 2-300 euros from the seventh month of pregnancy until adulthood, with specific and necessary increases in the case of children with disabilities. It is the safest and most valuable investment for the future of the country. In fact, the birth rate decline is also an important risk for the economy. Furthermore, we have already presented and received support in the Council of Ministers for our proposal to codify the rules on disability: the first Code for people with disabilities will reform and simplify the entire regulation on the subject, adapting it to multiple needs and updating it in line with the principles of the UN Convention on the rights of persons with disabilities. A multidisciplinary work that looks at disability from a multidimensional perspective never before applied in Italy. Broadening the perspective, we have also already filed a bill to combat false disability certifications. A battle of civilizations that we intend to carry on, especially affecting doctors who lend themselves to certifying false disabilities. Addressing the topic with due caution and respect, precisely so as not to burden those who already have to face unsustainable bureaucratic procedures on a daily basis to have their rights guaranteed. Lastly, Let me announce that thanks to our mobilization in the government sphere, was summoned for the 25 June the first meeting for the National Plan for non-self-sufficiency, which will allow us to address the problem of uneven treatment between regions of people with very serious disabilities" .
