A specter is haunting Europe: the specter of sovereignism.
All the powers of old Europe have joined forces in a ruthless hunt against this specter: Bergoglio and Draghi, Macron is Merkel, radical chic socialists and popular fakes. For the first time, the next European elections will see the contrast between the defenders of this old Europe and the sovereignist political forces that are advancing in all countries and fighting for a new Europe. Sovereignty is now recognized as a power by the European powers. The time has therefore come for sovereignists to openly expose their way of seeing and their goals and to contrast the fairy tale of the specter with a sovereignist Manifesto.

Clarify, At that time, what is “sovereignism”, what you represent today, it is an essential task, if you want to avoid making the mistakes that the globalist propaganda against it tries to fuel.
Sovereignism wants to recover margins of sovereignty towards a European Union, which has become a "business committee" of the world's economic and financial lobbies, but recover them not simply to reaffirm the rights of nation-states, but to promote, finally, i rights of the European peoples.
The European political order, starting from the mid-17th century, was built in the form of a “system of states”, that is, as an order based on the mutual recognition of national states, and on the agreements signed between them: the State, and only the State, it has been the sole subject of international law for centuries, and therefore also of European public law. With the 20th century, another subject has been added to this subject: individuals, to which they were progressively recognized, on an international level, rights that they can boast regardless of the State to which they belong, and if necessary also against it.
Even the European Union that we know today has always moved according to this logic: on the one hand, the formal recognition of the "member" states, de facto subjected to the dominion of Germany; on the other, the recognition of individuals, of European "citizens"., as subjects of the rights guaranteed by the Union.
All of this, we believe, it has now had its day.

On the one hand, Indeed, the "States" - at least as "classical" international law had known them - have been in crisis for some time and have increasingly seen the loss of that "sovereignty" (external and internal) which was the very prerequisite for their recognition on the international level, to the detriment of those institutions which they themselves created. A state without monetary sovereignty, forced to constantly negotiate its economic policies, its public spending, its own budget law, a State that is not even free to decide the measures necessary for its own internal security, what state it is?
On the other side, the “rights” of individuals have multiplied, by dint of universalistic and principled “declarations”., but often without any effective protection mechanism. However, the assumption is always the same, or that the owner of the right is, and may it only be, the single individual, the single person in his abstractness. Yet we forgot something.
What have we forgotten?, At that time?
We have forgotten that men never exist "alone", they don't live on the island of Robinsonian memory, but they live in families, community, peoples, each with their own traditions, its own uses, their own habits. We have forgotten that “States” themselves are not abstract entities, but the concrete expression, existential, of the political will of certain peoples. We have forgotten about the rights of these people. We have forgotten that "sovereign" is not the State understood as a set of bodies, institutions nor the isolated individual (which is a mere abstraction). If modernity began with political absolutism, with the great absolute monarchies it finally arrived at the construction of the State based on popular sovereignty. Sovereign today is first and foremost the people. Sovereignty belongs to the people: not to the individuals of which a State is made up, nor to the organs of State (government, Parliament, etc.).
It's not strange, At that time, than the people, today the only true "sovereign", has no rights?

For this European Union the "peoples" who are part of it count for nothing, I am nothing: only “member” states – their governments – exist , on the one hand, and individuals, as European citizens, on the other. For this Union, Poles do not exist, the Italians, the French, and so on, but always and only European "citizens"., considered independently of the people to which they belong. Just as with capital, there is nothing other than the wage earner – regardless of the country in which he lives (be it Italy or Indonesia) – or as for the market economy there is nothing else but the consumer.
Euroglobalism needs precisely this: erase peoples and replace them with individuals, abstracting from any concrete characteristics, considering them identical to each other: “abstract” and interchangeable individuals, isolated, uprooted, without a language, a culture, a story. Here is the dream of globalism: dealing only with humans. But does "man" really exist?? Wasn't De Maistre perhaps a little right, when he said: “I know some French people, of the English, of the Germans, I don't know men"? Right, we are all men, equally entitled to the same dignity, but we are always also men who have an identity, a culture, a set of specific beliefs and values, and who live by expressing them within the different communities of which we are part.
It is therefore possible that the European peoples are the only ones, Today, excluded from the rights? After the multiple declarations on women's rights, of children, of stateless people, of migrants, and so on, it's about time we also had a real declaration of the rights of the European peoples? In truth, the current European Union does not know what to do with peoples. It is the daughter of that globalization (even if it refers to a particular geographical area) which claims to erase every real difference between man and man and between people and people. According to this way of seeing, in conclusion, we are all migrants. The European of the future will be the mixed race: this ideology, a false consciousness produced by the financial elites, it is carrying out the destruction of the European nation states and will end up disintegrating the foundations of the European spirit as well: Christianity and Hellenistic-Roman civilization.
No, no, no, sovereignists do not hate Europe, Indeed, thanks to them the authentic European spirit can relive in a new form. It's about, rather, to choose between a European Union without people, without nations, and in the end perhaps even without Europeans, and a Europe of nations, of identity roots and identity in difference. It's about realizing that there are no borders, without traditions, without peoples, Europe simply does not exist. If we want to rebuild a new idea of Europe, we must therefore start again from the peoples that compose it. Every European people has its own peculiar essence, a unique nature, something that separates him from everyone else, something that makes an Italian feel Italian, German a German, French a French, and so on, but this does not exclude that the European peoples can freely decide to confederate to create a European political space.

Precisely because of its connection with peoples, "sovereignism" is not a doctrine that simply defends state sovereignty. First of all it is a defense of the sovereignty of peoples. It does not simply want to "return" the old sovereignty to the old - centralist - states. Wants, Instead, affirm the authentic sovereignty of peoples, according to a new principle of natural law: being with who you want and being with who you want. A national state can exist even if different peoples are present within it, but always as long as they want to be together. Catalans, Basques, South Tyroleans: autonomy should be granted to anyone who wants it. This is the principle of popular sovereignty, “weak” instead of “strong” state sovereignty, leviatanica. And only it will be able to reconcile what until now was difficult to reconcile: national sovereignty and federalism.
They continue in Europe, fortunately, different languages still exist, peoples who have a sense of belonging, and who actually feel it more due to uncontrolled migratory flows. Peoples who identify with existing states, or peoples demanding their independence. Those who recognize themselves in their own state do so because of the sense of national belonging they feel, without denying its particular origin. You feel as Italian as Piedmontese, Ligurians, Sicilians, ecc. Thus a new sovereignty is born, different from the "strong" and "centralizing" one that has prevailed so far, a sovereignty, by its essence, open to federalism and autonomies.
It is the desire for "small homelands" that explodes again in the era of suffocating globalization. We must no longer think of national unity as an eternal bond, like an indissoluble marriage, which must be maintained at any cost, even when there is no longer agreement and harmony between the different communities and instances of which the unitary State is an expression. The States, Today, they must truly be constituted on the free consent of the people, and if two communities intend to separate, they must have the right to do so. It won't be a drama, in fact it could be a liberation. But all this does not erase the States: on the contrary, brings statehood to its further deployment.

The European elections are now close and they will clarify whether there will finally be some space for people's rights and for a new idea of Europe. Right, we must not have any illusions, the European Parliament can do very little at the moment, his powers are extremely limited, and “changing the Treaties” is an undertaking that may seem impossible. But why not try? Why not bring a breath of populism to the only place in the European Union where there is a shred of democracy? By participating in the elections, sovereignists will be able to measure their strengths and make citizens understand that a New Europe is possible. It will no longer be possible to say that sovereignists only bring racism and pauperism, who only want to build walls everywhere and nationalistically defend autarkic policies. On the contrary, it is precisely the sovereignists who can bring Europe back to life, saving its plural identity, its multiple national-popular traditions.
The discussion, which has been going on for years, on our need for “more” or “less” Europe, it only shows that you don't understand what is really happening. Today we don't need "more" Europe: we assist, on the contrary, to continuous claims of sovereignty by states, which demonstrate the failure of Brussels' politics and economic policy. But we don't need "less" Europe either. Protests like the Catalan one, Indeed, they must convince us that it will not be with a simple "return" to the national state with its centralism that we will resolve the desire for a nation of the European peoples. We need, In short, of a New Europe, and that is what is already happening, in a still underground process whose development still remains obscure to us. To bring this process to light we need an alliance, of a League of European Peoples that unites in a Sovereignist International all the free movements that proudly want to defend the interests of the people in Europe and not of the markets.

What can arise from this sovereign internationalism is a great European space, part of a multipolar world, in which a new affirmation of the principle of national identities will redefine both the relationships between states, and the relationships within individual states. The failure of community institutions, from this point of view, it is also the failure of the national governments that wanted them, promoted and made to work.
It is also the failure of a neoliberal development model, based on the self-regulation of markets and functional to the globalization process, a failed development model that the States and the European Union have shared since Maastricht, totally forgetting about the people. Moreover, reducing many people to poverty with failed austerity policies. Instead of sustainable development, we have been experiencing unfortunate degrowth for years now.
But the idea of a simple return to national states, closed in a nationalistic sense within themselves is an old idea of sovereignism that must be rejected today. Today it is precisely to preserve the sovereignty of the States that a European path can be rethought not in a federal sense, but confederal. Nation states cannot be set aside, but this does not imply that they cannot, while maintaining their original sovereignty, decide freely and with popular consensus to devolve upwards only as much as is considered necessary to address and resolve problems of a different nature that can be better addressed at a European level, such as the regulation of the migratory phenomenon, the fight against Islamic terrorism or the defense of biodiversity and the environment. Europe is built from the bottom up, by the people, and not from above as has been demanded from Maastricht onwards. We need to scrap Maastricht and return to the spirit of Rome, resuming that path interrupted by the process of globalization.
A new Europe - a Europe in which the restoration of their sovereignty to existing states goes hand in hand with openness both to the identity claims of peoples and to the possibility of a free Confederation - is possible. The challenge of the near future is this: rethink states, and rethink the Europe of States, starting from the rights of peoples. A Risorgimento of the European peoples to free Europe from the elites who have guided it from Maastricht onwards. Here's what we want, we sovereignists.

The sovereignists are not anti-European. They work, rather, for a New Europe founded on peoples who have the possibility of self-determination on the basis of their democratic constitutions and who choose to be part of a confederal-type organization to which individual peoples decide to join on the basis of a national referendum.
The sovereignists do not want to rebuild the "strong" leviathan state: they support a new “weak” idea of sovereignty that is internal, recognizes the widest local autonomy and an organization of the State starting from the bottom and, outside, admits limitations on a voluntary basis and on equal terms in favor of European institutions called upon to carry out a common policy, when faced with tasks that can best be faced and solved together.
Today we have ceded our sovereignty without even having discussed the conditions of such a cession. Tomorrow we will decide if and how we want to limit our sovereignty, to obtain advantages from a European Confederation. And this applies to all the other peoples of Europe.
In this sense, sovereignists believe that it is also possible to be part of a common monetary system, but they also claim their right to leave it, where for the people the disadvantages outweigh the advantages, exactly as you are free to join this Confederation, but also to get out of it.

The sovereignists work for a connection and agreement between European sovereignist parties and movements, beyond the left/right distinction. The sovereignists refuse to hide their opinions and their intentions. They openly declare the aim of questioning the old Europe founded on the desires of finance, to replace it with the new Europe founded on the needs of the people. Euroglobalism has been the opium of the people for too long. The elites are now trembling in front of the sovereignist revolution. The sovereignists have nothing to lose, if not their chains and they have Europe to conquer.

Strengthened by these premises, and convinced of the need to proclaim the inalienable rights and fundamental freedoms of all European peoples, the sovereignists adopt the following declaration of the rights of the European peoples:
Art. 1
The peoples of Europe recognize each other as free and equal to each other.
The peoples of Europe have their own rights, and as such autonomous and independent compared to those already recognized by international law for the States in which they live and the individuals who compose them.
Each of them has the inalienable right to live according to their own traditions and institutions, and to preserve their linguistic identity, ethnic, cultural, religious and political, within the common values that they recognize as constitutive of their belonging to European civilization.
Art. 2
The peoples of Europe have the right to self-determination, according to the principle "being with whoever you want and being with whoever you want".
In the event that different peoples decide to live together within the same state, the latter undertakes to ensure respect and protection of their differences and particularities.
The peoples of Europe also have the right to separate, with a decision to be taken in full autonomy and freedom, and with obligation, by the State from which they intend to secede, not to hinder, directly or indirectly, the implementation of this decision.
Art. 3
Any act which has the purpose or effect of depriving the European peoples of their integrity as distinct peoples must be considered contrary to the rights of peoples., as well as their cultural values and linguistic identity. Any act that has a direct or indirect effect on forms of forced assimilation or integration is prohibited.
Art. 4
The peoples of Europe recognize the need to promote a European Confederation of States, even partially limiting, on a voluntary basis and under equal conditions, the sovereignty of the latter in relation to tasks and objectives that they will share and believe they must pursue within the framework of a common policy.
Art. 5
The adoption and implementation of legislative or administrative measures, by national governments, concerning limitations on the sovereignty of States, it cannot take place without prior referendum consultation and approval by the peoples concerned.
Art. 6
The peoples of Europe have the right to promote agreements and forms of cooperation among themselves. In particular, they recognize the need to agree on economic development policies, of safety, of protection of rights and common defense.
Art. 7
The European peoples are recognized as the exclusive holders of the right of sovereignty over their own wealth and natural resources.
The peoples of Europe have the right to freely dispose of these riches and resources, and to pursue the economic policies necessary to ensure the work and well-being of its members.
Art. 8
The stranger, who is prevented in his country from the effective exercise of his fundamental freedoms, has the right to asylum in European countries, in accordance with the laws of the respective states.
The peoples of Europe have the right to defend their borders and to adopt on their territory all measures deemed necessary to ensure national security.
Art. 9
European peoples ensure respect for religions and cultural traditions different from their own, provided that their exercise does not conflict with the laws of the host country.
Art. 10
European States will have to recognize the articles of this declaration, undertaking to adopt all necessary measures to safeguard the exercise of the rights contained therein.
