The new Super register of current accounts, already desired in the Save-Italy decree by the Monti government, is now operational and lets the Revenue Agency see the current accounts of Italians to identify those who escape.
In the 2018, the Agency has sent the provision to the Privacy Guarantor for the drafting of selective anti-evasion lists, that is, of subjects considered potential tax evaders, (the assessment was carried out for the tax year 2013 and today it has also extended the procedures to the year 2014).
The Privacy Guarantor has given the green light to the measures so be it the Revenue Agency be it Financial Police they will be able to exploit information on Italians' savings and try to ascertain who is hiding wealth or declaring it improperly, by not bringing out their own business.
The tool used for this type of emergence is called Savings Meter and it works more or less like this.
There is software that checks if the taxpayer has spent more than he has collected. A check is made on everyone's current account and whether the money earned was all or a high percentage set aside the dispute and the tax assessment arise. A percentage of the money should necessarily be spent on rent, utilities, foods, means of transport, ecc… If, however, the volume of money accumulated in the current account is much higher than what has been spent, it is assumed that the taxpayer has collected it in another way, i.e. in “black”, the money used to survive. It's undeclared money.
That is, the anomaly emerges whenever there is a disproportion of at least 50% between expenses and revenues 20%. At that point “black” is indicated, sanctioned and taxed.
However, everything happens with the possibility for the taxpayer to always be able to demonstrate that he has received that money through donations from relatives or others, from winnings, inheritance and the like.
The software does not act alone, must always be followed by human verification. The Guarantor has strictly required the bodies concerned to use their own officials as a last resort, that is, the verification can never be automated. Furthermore, the taxpayer will always be able to defend himself and demonstrate that he has not evaded taxes. That is, there will be a cross-examination to understand what really happened.
And the investigation front expands further.
After the pass from the Privacy Guarantor, the Revenue Agency will be able to also intervene in companies as well as on individual taxpayers.
The field of selective anti-tax evasion lists will involve an ever-increasing number of subjects and in the coming years will be expanded with greater intensity to entrepreneurial ones.
