Citizens tell us that when renewing their identity card the employee asks them to sign the form relating to organ and tissue donation. When the citizen refuses to sign, aware that the expression of will constitutes a right and not an obligation, the operator claims that the system does not allow him to proceed with obtaining the identity card, claiming that the signature is an obligation. Therefore the identity card is denied.
Not only that, the authorized Municipalities do not present to the citizen requesting the renewal of the Card d’ identity the standard form, that is, the scheme prepared by the Guidelines (n. 0002128 of the 29/7/2015) of the Ministry of Health and the Ministry of the Interior which regulates the expression of consent or refusal to donate organs and tissues. Instead they present a manipulated form with the addition of a third option "I do not comment on organ and tissue donation". This addition lists citizens who do not want to sign on principle and instrumentally places them in the limbo of those who cannot decide.
From our point of view and from how the story is experienced by the citizens who contacted us, this is an indisputable abuse of office, disguised as legality, abuse of power and ideological falsehood.
We invite citizens not to give in to blackmail, and to stand firm on the right not to sign. As a first reaction we suggest writing to the Mayor of your municipality and/or the Prefect reporting the abuse and asking to remove the obstacle to obtaining a right.
The National League against Organ Predation has forwarded a report to the Guarantor for the protection of personal data hoping for radical intervention, or the removal from the form relating to organ donation of the third option "I do not express myself" artfully introduced with ulterior motives.
